Executive Director and Chief Executive Officer, Montgomery Early Learning Centers
Fred is responsible for all agency operations, administration, fiscal management, resource and program development and implementation of all policies of the Board of Directors.
He hires and supervises executive staff and insures that all operations are consistent with applicable laws, regulations and agency mission and values. Fred is viewed as a leader in the field of child care. He has served as President and board member of child advocacy groups at the local, state and national level, has received the award of excellence (1992) and the distinguished child advocate award (1985) by the Delaware Valley Association for the Education of Young Children and was featured on the cover of the March/April issue of Child Care Information Exchange in 1991. Fred has a Master of Arts degree in Public Administration. He has been with MELC for over 23 years, during which time he has overseen the agency’s growth to 24 program sites with an annual budget in excess of $7 million. Prior to coming to MELC, Fred was the Executive Director of PATH Inc., a comprehensive community mental health/mental retardation center serving Northeast Philadelphia.
